I told Vin that IRS would not release his bank levy since he did not meet their requirements and definitions for Undue Economic Hardship.

However, one of my IRS reps calculated that he qualified for Currently Non Collectible (CNC) Status. So I was able to get him declared CNC so that he would not have to make any monthly payments to IRS on his old taxes.

So now he should be able to remain CNC as long as he files his future tax returns on time and as long as he pays everything he owes on those tax returns.
